Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog
AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just over a week before national elections.
Testing Reveals Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the 29 October election.
In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”
Election Context and Political Landscape
Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the PVV.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
